For two consecutive years, the Accredication and Equivalency (A&E) Test for Alternative Learning System (ALS) in the Division of Balanga City ranks No. 1 in Region III in terms of passing rate. On February 17, 2008 A&E Test, Balanga City obtain a 100% passing rate for elementary level and 61% for secondary level. Out of 4 elementary level takers, 4 successfully passed the test and out of 191 test takers, 117 successfully passed in the secondary level.

On June 12, 2008 Accredication and Equivalency (A&E) Test, Balanga City obtained much higher passing rate then February 17, 2008 because out of 89 examinees, 78 0r 88% successfully passed the test.
